I've run north of 30 psi on just clamps and beads. 

 

There is obviously an issue with assembly or components.

the trick is tighten adjacent the the lip

Went to use the wipers for the first time since the blade's were replaced two months ago at the service and all I could hear was scraping sounds.

 

It appears when the "apprentice" installed them, he broke the plastic backing and the wiper blades slipped straight off the metal arms that hold them in place, and the metal arms were scratching the glass.
