Does SCT still sell the one off tuning software for the xcal4? The non dealer version where it only works on the serial number of the xcal4 and nothing else? I think it was call "ford pro tuner advanced III" or something?

I've just released my Alpha version of my read/write software. You can read/write BA, BF and FG with autodetection now.

 

No VIN lock and unlimited writes with everything currently free.

Yep. I've been using an openport J2534 cable which is around $200 with the exchange rate. It will also work with VCM2 and other cables that most tuners already own.
