HAHA I sincerely hope it's his girlfriends car, but I've seen him in it twice

Plain Clothes cops driving it. From what I can tell it's a replacement for the Patrols/Pajeros they used to have for detectives (saw it on The Force one night), as it doesn't have speed measuring gear in it, just disco lights in the windows.
