there used to be a dog next door that ALWAYS used to bark next to my window at all times of the early morning/day/night.. I looked over the fence one day because I was fed up with it and it barked at me.. bad move.. threw a piece of wood and got it in the eye.. never hear it anymore unless my dog goes on the side of the house

I know it wasnt good as I have a little dog also (Jack Russel) and sometimes she barks heaps because theres a paddock behind the house and people/animals always running past.. I at least have the deasency to go outside and tell her to STFU.. if she refuses I just give her abit of a belting and then she shuts up

Talk to the new neighbours.

"Hey, welcome to the neighbourhood, your dog is a bit of a barker and I work nights, so I sleep during the day and its kinda making things a bit difficult."

the dog next door fight with my lab thru the fence.... he doesnt do it very often since he copped a good dose of "Start ya bastard" up the snout!
