It’s kind of like a core plug but It seems to be made of zinc or magnesium and is 10mm thick, I’d say acts as a sacrificial anode and is meant to corrode before your head does. Mine has just corroded through which I have never heard of happening and I can’t find any info about it.

Plugs like that are in place for casting or core removal reasons from the foundry and in other cases oil galleries etc needing to be machined but then closed up again. More then likely you can just fit a welsh plug, tap it and fit a bung, get a machine shop to make a new plug for you or weld a disc to it to close it up. I doubt that it is made from anything special or has any other purpose other than to close the hole.

I’ll machine a new plug out of aluminium and press it in. Thanks
