The boats may move but if you shoot with a final image in mind then you could just take another shot to freeze the boats and then mask them in with PS.If this were me I'd shoot it in landscape and frame it up to remove a lot of the space at the bottom that's just taken up by the water. The sky is the interesting part and the water isn't interesting at all, so I'd frame it for the interesting aspects.

You're limited to what you can do after the fact. I meant if you could do it all again I'd do what I posted above.I just sold a ND10 filter today that would have fit.
