I was very surprised myself when I saw it.Yeah ive been told of this fine from cops themselves, going under 15kms an hour in the right lanes of a highway is how you get it if I recall. Came about after all the rolling roadblocks (see racing) on certain nights of the week.

Not sure what the minimum speed is though.
