I didn't require a permit or have one. Just used my WA drivers License and all was ok but that was is 2007. Recently I hired a car in Hawaii from Avis with a WA license and they said the International permit was not required. The guy just asked me if I knew what side of the road to drive on.Check with the rental company for their policy when your making a booking or get a permit for peace of mind. Just don't leave in in Australia like I did. 1
