you can get a handheld CB for about $40 from DSE or places like that , that have about 2-3k range. Good enough for the cruise. Although if you are too far back you may not hear the cruise leader considering there is about 25 starters

Nearly everyone will have one. There is usually only 1 or 2 ppl on cruises that dont have one these days. Very handy little devices.
