Perhaps you could let them know of the situation next door and check if the neighbours meter has moved considering the pool has been filled.

I am tracking water usage on a go out , get home basis and things all appear normal. Now. I will document usage along with the past 6 years history and build a case for water theft firmly pointing in the drection of next door and see how it goes.

Still no conclusive proof so if worse comes to worst I will probably pay it of $0.50 a week for the next 60 years....... farkers
