Possibly the steering rack nuts work loose under hard driving and do make a cracking noise or clunking noise. Quick tighten removes it. It happens in our work cars all the time.

Can owners get hold of these TSBs or are they dealer only ?

The website that they are on requires a STARS ID and a password in order to enter, so in a word, no, the public cannot access the Service website.
