I have an hks ssqv v4 bov and have connected it and for some reason it's not working. It's a dual stage pull type relief valve. Can anyone help me? Can it be done?

my old one. connected to the throttle body elbow and the crossover hole with a 25mil chair stop. done.

If it's correctly plumbed like in Bizket's video (blocked off on the crossover pipe and connected directly to the throttle body elbow side) then the only way it wouldn't open is if the vacuum source is not plumbed correctly (or the mechanism for opening the BOV has siezed - this is unlikely, I would think).
