don't know about that. You can legally have headlight covers on which are painted black and they are legal as long as the indicator is visible and you take them off at night. In Qld anyways

Couldnt you just get a set of headlight protectors and pait the top bit to look like eyelids?

Or modify the bonnet to cover the bit your clip on eyelids will cover any way?
