Disconnect that line (just reconnect the front of the turbo and the actuator hoses back directly to the boost control solenoid) and move the t-piece to between the intake manifold and the BOV.This should get you the correct pressure location for actual boost pressure. Usually a rectangle hole across the front of the bottom half which sits behind the headlight. You'll notice a little bit more with it opened up.
