So it looks like I can improve this a little.

Are you sure the pictures are labelled correctly? Front mounts should generally have more shims than the rear (to provide castor) given your funny shim pack heights and lack of thread I'm wondering if somebody hasn't confused the front and rear upper mounts

Yep just triple checked!

The fronts both have more thread than the rears.

Just waiting for my camber gadget to arrive and I'll get into it.

Any suggestions on how to measure castor?

I've got a few ideas but you've probably already been there done that.
