as said valve spings or check the vacume/pressure hose that comes off the turbo houseing and ges to the solinoid, I had similar probs and mine was split....toook me ages to find the problem but it was something simple....although I didnt have to go WOT for it t happen

your split actuator hose would have been allowing an overboost condition to occur at less than WOT. Higher midrange boost and soft springs = symptoms described above.
