VicRoads will only supply a Pop Plate for a Victorian general issue combination (three letters and three numbers) that is already assigned to a vehicle for which you are the registered operator.

Means they'll only give you a coloured 'pop' plate with a 'normal' 3 letter 3 number plate, but you need to purchase the normal plate before changing it or upgrading it to the pop plate.

OK, I want a custom plate, but in 3 letters & 3 numbers, so I need to own that number plate first before I can get a pretty color.
