Dont worry about the letter, it would be more effective if you went down there and questioned them to their face, that way they need to answer you on the spot instead of have time to think of some bullsh*t response, assuming it wasnt just an honest mistake.

You definitely got ripped - MOST (not all) dealer services will do the handbrake cable for free...

I know mine does, all Hondas need a handbrake adjustment...
