When something doesn't move and it should, lubricate ;) on the other side, when something moves and it shouldn't, glue/tape/welding ;)

Honestly, I don't know what would cause it to actually be stuck so I'd be looking at heating up the metal rocker cover to expand it a bit and then forcing some oil or other lubrication into the area and then wiggling to get it out.

There's the removable type in the late BF and FG engines and the non removable type in the BA engines.

 

You have to lift the rocker cover at the right angle to get it off. Do not apply force or heat to anything.
