Could be a bunch of issues, but agree with the others, it's definitely not right.

Could be a massive boost leak somewhere. Or actuator. Or exhaust leak. 

I wouldn't trust those guys with a new turbo if they can't get your current setup right

Even if it's all new parts, they still need to be set up to work properly. Most workshops don't see this kind of work unless they are performance oriented.

 

Anyhow it needs to be properly diagnosed and not just writing the turbo off cos it's an aeroflow brand.
