3000 dollars for turbo rebuilt, ok deal?

For a rebuilt turbo is at least $1300 including labour to remove and refit (somewhere probably closer to $2000, depending on parts/labour cost) plus ~$200 for a wastegate actuator and fitting plus around $800-1000 for fitting of valve springs makes the price pretty reasonable.

 

You can cut a lot out of the price by sourcing your own cheaper parts for the turbo and also doing the work of removing the turbo and repairing the turbo yourself, if you are reasonably handy on the tools. I'd recommend getting the mechanic to fit the valve springs as it requires a bit more finesse, unless you're pretty handy on the tools and have a compressor.
