You can't tell if it's valve stem seals by a leak down test as the valves would be closed.

But bad valve stem seals will blow smoke.

How much are the cylinder pressures down?

What are the pressures?

Within 10% ain't to bad!

This is becoming more and more common in BA's as they get older... Typically if it's the valve stem seals it will blow smoke during high vacuum periods, so idle, taking off... If the turbo is good and comp/leak down test comes up alright, there's a good chance it's the seals... It can be done on the car, but requires the valve springs to come off, so if you have already done them, they have to come off again, if not then lucky you.. If it's at the stage where your seals are stuffed then there's also a good chance that the head is due for a service
