Which is what usually happens unfortunately unless people are being selectively terminated.The gist of what went wrong with the government sackings is as follows:They got told no one was safe..They got told that if they put their hand up for a redundancy early.. There was no guarantee they'd be made redundant.. But if they were they got 2 weeks per year of service with a 12 week sweetener on topSince they weren't guaranteed it was generally accepted that everyone would 'volunteer' so they guaranteed themselves a payout.The smart people volunteered.. The not so smart ones didn't..There was a serious miscommunication here in that the higher workings of government assumed that people volunteering actually wanted to go..The result: Smart people got fired..
