Are you running a PHP cache by any chance? I'm not seeing anything based upon the header responses tossed back by Apache. Might be worth while taking eAccelerator, mmCache, or even the Zend cache. I noticed the server is gzip enabled, that's bound to help a little. The down side is forums usually tend to be fairly bandwidth heavy by nature..there's only so much that can be done before the pipes have to be upgraded. :)

It's not only this site that I have been having problems with lately, it seems to me to be occurring at other sites as well.

maybe just a psychological thing.
