Question regarding a 12psi actuator

Nothing indicates that he upgraded the fuel pump or the injectors, or just replaced them. Which in that case there's no need to be retuned.

Either he puts the 5psi spring in the actuator to be 100% sure or puts on a genuine garrett/oem spec actuator to maybe eliminate the boost drop problem.

Exactly, which is why I said they should be installed when it gets tuned.

 

If he's already bought an actuator and paid for labour to install it then it makes sense to spend a bit more and get it tuned rather than pay to return it to stock.

 

I'm pretty sure the oem spring is less than 5psi (I could be wrong) so installing a 5 psi spring into an aftermarket actuator with adjustable preload could cause issues without a tune.

 

The only fix I'd suggest is either get it tuned with injectors and pump at a minimum or installing a stock actuator.
