Couldn't see a mention of anything to do with the Euro rating in all there regulations. Sure that's not just something the manufacturer has to comply too?

an owner must maintain their vehicle to the appropriate emission regs that the car was built to, that means that if you have a euro 4 car, you must keep it to euro 4 specs, otherwise your car is unroadworthy. That applies to modifications as well as normal servicing/wear and tear type issues, this is why we have reflashable ECU's it is part of the OBD2 protocol that a manufacturer must be able to update a tune if they find the car falls out of emission levels later in it's life

Emission laws make it mandatory for a manufacturer to allow adjustments to be made to tunes so that the car complies with the law down the track and instead the tune is adjusted to make the car not comply even quicker.

Ohh the irony.

just to clear one thing up in case some read it incorrectly, dealers can not adjust tunes, they can just reflash the latest manufacturers tune into the ecu

Except once you start to modify ie, bigger injectors, air filters, exhaust etc it becomes very hard to tune the car to meet epa requirements.

Nizpro would have had to jump through hoops to do it and does anyone know how much their epa complaint kit actually makes?
